What all of this means is that Bush isn’t done with his role as fundraiser in chief. While SMU and its supporters have promised to raise millions on behalf of the project, the grunt work will be on Bush. But he won’t be stuck doing $500-a head fundraisers, as he did during the 2006 campaign. Donations to the library foundation are unregulated and can be raised from anyone, including foreign donors. Four years ago, amid reports that Clinton was raising huge chunks of money from foreign supporters, GOP lawmakers attempted to pass legislation that would disclose donors to presidential library foundations. It failed.
